Project Title:
The Perils and Pitfalls of Anti-Corruption Reform: The Impact of South Korea’s Kim Young-ran Law
Project Abstract:
Recent high-profile scandals in South Korean politics have aroused considerable public controversy over the state of government corruption, propelling new legislation on bribery and improper solicitation of public officials. By examining the enactment and enforcement of the 2016 Kim Young-ran Law, this study aims to address the question of whether laws can have meaningful impact on public sector corruption. I hope to carry out additional interviews and archival work in Korea this summer to gather data on the development of new legislation and on whether its enforcement by prosecution has effectively targeted high-level public sector corruption.
