The Agents of Change: Institutionalizing progressive planning practices in Medellin, Colombia
Project Abstract: 
Medellin, Colombia has in the past decade become a global referent for urban transformation; however, continuity is vital to achieving long-term change. While new institutionalism and social movements theories give us solid ground to begin to craft an understanding of how community based organizations (CBOs) can help practices achieve continuity, competing explanations imply that more empirical research is needed.  This case study examines how CBOs strategize the use of contention, collaboration, and negotiation in pursuit of institutionalization. The objective is threefold: (1) to identify and understand how members of CBOs attempt to institutionalize progressive planning practices aimed at improving socio-spatial conditions in marginalized urban areas; (2) to examine the role of networks; and (3) to clarify what types of interactions with state agents are conducive to institutionalization. Research methods include in-depth semi-structured interviews with members of CBOs and their state counterparts, archival analysis, and a series of roundtable discussions.
