After a decade of high growth, Africa is witnessing a narrative of optimism. But progress remains uneven and Africa’s institutions of higher learning are not fully meeting the challenge of expanding Africa’s potential as a knowledge-based, globally competitive economy. A key impediment remains a shortage of capacity on the continent to both train the next generation of specialists and bring local expertise to bear on the continent’s development. The HERA program seeks to: strengthen M.A. and Ph.D. programs in key universities in Ghana, South Africa, and Uganda; foster disciplinary networks and fellowships; and advance higher education leadership, policy, and governance in select countries in sub-Saharan Africa.
